Eng. Dr. M.M. Kissaka received B.Sc. degree in Electrical Engineering from the University of Dar es Salaam (UDSM), Dar es Salaam, Tanzania in 1989 and Ph.D. degree in Telecommunications Engineering from the University of Manchester, United Kingdom in 1994. Currently he is a Senior Lecturer in the Department of Electronics and Telecommunications Engineering, College of Information and Communication Technologies (CoICT), University of Dar es Salaam. His is involved in teaching and supervising undergraduate and postgraduate students and carrying out research and consultancy activities in the field of ICT. His research interest includes Wireless Communication and e-Learning.

At the University of Dar es Salaam, He has taught undergraduate and postgraduate courses in electronics engineering, telecommunication engineering and computer networks for more than twenty three (23) years. He has supervised a number of Masters, PhD and B.Sc. students and he has examined a number of Masters and PhD thesis and dissertations. Dr. Kissaka is also an external examiner to local and abroad international academic institutions. Currently he is a member of Wireless Communication Research Groups (WCRG) and e-Learning Research Group (eLRG) at the University of Dar es Salaam, College of Information and Communication Technologies (CoCT).

Academic Leadership

Dr. Kissaka has served as Head of department for more than eight years and as Director, Centre for Virtual Learning (CVL) for three (3) years at UDSM. Currently Dr Kissaka is the Principal, College of Information and Communication Technologies (CoICT) and member of Senate at the University of Dar es Salaam.

Professional Experience

Eng. Dr. M.M. Kissaka is a registered Professional Engineer with the Engineers Registration Board (ERB) in Tanzania since 2003 in the telecommunications engineering field. He has performed numerous consultancy assignments related to electronics, telecommunications and ICT.

Dr. Joel S. Mtebe received B.Sc. Computer Science and Statistics from the University of Dar es Salaam (UDSM), Dar es Salaam, Tanzania in 2002 and Master of eLearning from the University of Southern Queensland, Australia in 2004. He received his PhD in Interactive Technology/Human Computer Interaction from the University of Tampere in Finland.

He is currently a Lecturer in Computer Science at the Department of Computer Science and Engineering of the University of Dar es Salaam. He has taught Research Methodology, Advanced Human Computer Interaction, Information Systems Development and Management, and Cloud Computing.

Dr Mtebe has supervised a number of Masters, and PhD students and he has examined a number of Masters and PhD thesis and dissertations. He is currently coordinating an eLearning Research Group with more than 20 masters and 8 PhD students conducting various aspects of computer science and eLearning.

He has published more than 25 scientific articles in international journals and presented in several conferences in Tanzania and outside.  His research interest include information system implementation, OER, MOOCs, Cloud computing, usability, Learning management systems, Mobile learning etc.

Dr. Consolata Chua is a Lecturer in Management and Education.  She completed her first degree in B.A. Ed at the Open University of Tanzania (OUT) in 2001; Masters of Arts with Education (MAED) degree at the University of Dar es Salaam and PhD at the University of Dar es Salaam, Tanzania in 2004 and 2012 respectively. Before joining the academy in May 2006, Dr. Chua briefly worked as an administrative officer at the University of Dar es Salaam between 2004 and 2006. She joined the Dar es Salaam University College of Education in 2006 as an Assistant Lecturer and served as the founding Head of Educational Planning and Administration department at DUCE before joining for PhD studies. Dr. Chua teaches courses in educational management, foundations and language teaching methods at undergraduate and postgraduate levels where also she supervises a number of students. Her main research areas of interest are quality assurance in education and educational planning. Dr. Chua is the current Dean of the Faculty of Education - DUCE.

Dr. Christina Raphael is a holder of a bachelor degree in Education (Arts) (2004) and Masters in Educational Management and Administration (MEMA) (2008) from the University of Dar es Salaam-Tanzania. She completed her PhD studies at the University College Dublin (UCD)-Ireland (2014) on Educational Management with specific interest on managing E-learning programmes. Currently, Dr Christina is a Lecturer in the Department of Educational Foundations, Management and Life Long Learning at the Dar es Salaam University College of Education (DUCE); A constituent college of the University of Dar es salaam.  She is also a coordinator of Chang’ombe pre, primary and secondary demonstration school. Currently, she  has been involved in various country wise training and consultancy activities including Sub- Saharan teacher educator in core skills for teachers and school leaders under British Council connecting classroom 3; a three years consultancy project; The sub- Saharan teacher educators in ICT integration in Education under Commonwealth of Learning (CoL) trained in Singapore; National trainers on Problem Based Learning- Trained under DANIDA project; A country study on Out Of School Children(OOSC) in Tanzania  funded by UNICEF . Dr. Christina has also interest in Educational Policy making and analysis issues.

Dr. Ellen A. Kalinga is a holder of a Bachelor Degree in Engineering (B. Eng.) in Electrical and Electronics Engineering from the University of Mysore India in 1990 and Master of Science (Electronics and Information Technology) from the University of Dar as Salaam in 2001. In 2011, she received her PhD. degree in Computer Engineering and Information Technology, majoring in Software Engineering using Object-Oriented Analysis and Design approach from the University of Dar es Salaam – Tanzania. Currently, Dr. Kalinga is a Lecturer in the Department of Computer Science and Engineering, College of Information and Communication Technologies (CoICT), University of Dar es Salaam. Dr. Kalinga teaches courses in Computer Engineering and Software Engineering using OOAD approach at undergraduate level and teaches C++ programming language and Systems Engineering at Postgraduate level. Her main research areas of interest are eLearning and Software Engineering.

Dr. Fatuma Simba received a Ph.D degree in 2012, awarded by both the University of Dar es Salaam (UDSM), Tanzania and Blekinge Institute of Technology (BTH), Sweden. She graduated her Master’s degree majoring in Secure Internet Protocol Virtual Private Network (IPSec-VPN) Connectivity, in 2005 and a Bachelor of Science degree in Electronics Science and Communication, in 2001, both from the UDSM. Her research interest is on the connectivity technologies for broadband access networks. Within this area, she is particularly interested in the performance evaluation of broadband wireless networks in delivering multimedia contents for services such as eLearning. She is currently a lecturer at the Department of Computer Science and Engineering, College of Information and Communication Technologies (CoICT), UDSM, Tanzania.
